Neckjazzling?! That's what Bond Girl Judi Dench rocked at the premiere!

"I've always thought how great it would be to be a Bond girl -- and now I am," Miss Moneypenny, as she'll be called in short, told The Sun.

Is this for real? Given that the report comes from the wacky British tabloid, who's to say (we sure hope so!). But whether this "The Secret"-esque tactic (want to become a Bond girl?! Name yourself after all of them) is true or just a quickly picked-up Internet hoax, really, who cares when it's as ridiculously fun as this.

Congratualtions To Cowbridge Food & Drink Festival ? Welsh Food ...

What a delightful change for Ian and I to visit a 2-day food festival, arrive on the second day and see and talk to happy traders. Yes dear reader, you did read that correctly, happy traders! Plus we had lots of Best of Welsh & Border producers there.

Wow, wow, wow Cowbridge, what is your secret???.?

Well to be fair there isn?t one, but the reason why?the Cowbridge team have a winner of an event, year after year, is that they listen. Cowbridge listen to traders, to the retailers in the town, to the town council, to their helpers and volunteers, to their sponsors and maybe in part, also listen to us too. In my view, listening is their secret. Usually when ?anyone? suggests to organisers that something could be improved, instead of getting the usual scenario from them, which could be strongly defending their corner because there is nothing wrong, it can?t be changed or the ultimate, which?if a trader complains, means they?ll?not get invited back, so what is the point of traders saying anything??Cowbridge Events Manager is Polly Wilson of pollywilson events, she?s?the face of Cowbridge, the contact for both traders and press, but thanks and congratulations must also go to John Davies the Chair of Cowbridge Food Festival and the rest of the great team that he has put together.

Anyway back to Polly, who I must say that the traders have a great deal of respect for, and I still insist it?s?because she does listen to them. Of course she can?t please everyone, who could? But if your requests are listed on your application form, and if your form is accurately filled in, with you not expecting Polly to remember all the products you produce, then maybe possible problems can be nipped in the bud? before they start. Festival forms are a pain in the butt for both sides, but over the following months, I want to pick Polly?s brains and see if we can devise a form that will help Polly do her job and will make life easier for traders too. If we can achieve that, then maybe we can persuade wag to have just one form for ALL funded festivals,?but maybe I?m dreaming on that one, we?ll see.? Yet after praising Polly and the team, even they?couldn?t stop the rain on Sunday afternoon! But the pleasure from visiting Cowbridge festival does come from Polly understanding the traders and the traders appearing to understand the job she works so hard to get right.

I?m sure you can now guess another reason the traders so happy? Yes of course, Saturday was brilliant on the takings front. One trader said: this festival is the best and busiest I have done this year and such a change to see people handing me ?20 notes and not struggling to find a fiver in change. Many commented: Saturday was so busy; Sunday is now a much needed bonus. A trader, who has travelling down to London that night for a show this week, had no choice but to use some of the London stock they had, as they too had been so busy. This was music to my ears.

Parking has always been a problem in Cowbridge, that?s the nature of this beautiful?town, but improvements had been made, although human nature decrees, that traders will want to be as close as possible to the food marquee. However something else that impressed me was the young people from the ATC that were so helpful to traders in helping them move their stock back to their vans. Gosh they were so polite, despite the hideous rain that came in without my permission I might add! The cookery demos were moved much closer to the main action, which was sensible and worked well. There were locals chefs down for duty and again this is something I like and want to see more of at other festivals. Not sure though if they were using food from the producers, I?ll check with Polly about that one. I would have liked to have seen a notice in that area saying who was cooking and when though. The Park & Ride was another big help, as were the AA signs on my way in. Marshalling worked well and everyone was so polite and helpful ? yes even to press too!

Another surprise after Ian and I had had our coffee fix in Cowbridge just after 9.30, the cafe?was very busy and doing a good trade in?breakfasts, was to see a local butcher open on the High Street and other shops planning to open from 11-3.00. Thank goodness?that shop retailers were taking advantage of the massive number of visitors to the town and showing them what Cowbridge has to offer.

There was the?craft area in it?s normal spot, some had done ok some not well at all. I must have a moan at some of these traders who not only didn?t have business cards and singnage on their stands but did look totally fed up. I know it was cold and it is always worse if you aren?t selling, I do know that after having done tradestands for more years than I wish to divulge here, but a grumpy looking trader doesn?t encourage me to have a look at what they?have got on offer.??Ian has quick to spot our First Minster Carwyn Jones in the craft area, and of course couldn?t resist the opportunity to give him a copy of Welsh Country to take home with him. Polly you didn?t say you had friends in such high places!

I didn?t see Miller Research but maybe they visited on Saturday. To me that is a daft day to go as Saturday is always the busiest day so?you cannot talk to traders and get their view ? that is if they want any traders view of an event.

So compliments to all involved in Cowbridge, wag should hold you up as the example to follow. I know that wag funded Cowbridge to the tune of ?9,900 and this is one of the few occasions that wag food and our producers got real value for money.

Poor Polly is though going to have many, many more producers wanting stands next year when word spreads to those?who haven?t attended before or worst still couldn?t get in this year and missed such a wonderful event????????????..

Politics puts Italy, Spain back in market focus

MADRID/ROME (Reuters) - Spanish Prime Minister Mariano Rajoy kept financial markets guessing on Monday over whether he will seek a credit line from the euro zone's rescue fund but said he would do so "when I think it is in the interests of Spain".

At a joint news conference after talks in Madrid, Italian Prime Minister Mario Monti said it was vital that the European Central Bank's bond-buying program to support troubled states be activated, a strong hint that Spain should take the plunge, since he also said Italy did not need a bailout.

"It is of paramount importance that the instrument is put to work, that it does not remain theoretical," Monti said.

Monti said earlier this month that if Spain were to request a credit line from the euro zone's rescue fund, triggering ECB intervention, it would calm financial markets.

While Rajoy maintained his ambiguity, he omitted previous demands to know more details of the ECB's bond-buying plan before making up his mind.

"The instrument is there and any country can ask for it if it finds it necessary. And I will do just that," he said. "When I believe that it is in the interests of Spain to ask for it, I will ask for it. Until I reach this conclusion, I won't do it."

Former Italian Prime Minister Silvio Berlusconi's weekend threat to withdraw support from Monti's government, and regional elections in Sicily in which a protest party led by a stand-up comic polled strongly, highlighted political risk in Italy.

Monti dismissed fears that his unelected reformist administration of technocrats could fall, saying: "I think that the best thing for us to do is continue to work with a time horizon of spring 2013 as has always been our intention."

Rome's borrowing costs have fallen since July, partly due to the European Central Bank's pledge to buy unlimited quantities of bonds if necessary to help states that request aid and accept strict conditions, but also on hopes that Monti may stay on after next year's general election.

Italian and Spanish bond yields rose on Monday, partly due to uncertainty in the euro zone's recession-stricken third and fourth largest economies. But Italy paid less than a month ago to sell 8 billion euros of six-month bills.

The euro also slipped on doubts over whether Greece, the country that triggered Europe's debt crisis, can agree to a deal on new austerity measures and its international lenders can figure out how to make its huge debts sustainable.

A German government spokesman rejected talk of any new write-down of Greek debt involving official creditors, saying German law would not permit such a haircut.

The European Central Bank has also refused to take any losses on its sizeable holdings of Greek government bonds, saying that would be illegal.

Some market players are concerned by signs that Rajoy, having almost completed this year's borrowing, will try to avoid the stigma of requesting a precautionary credit line from the euro zone's ESM rescue fund.

A Spanish government source said Rajoy was taking into account improving market conditions, some more encouraging macroeconomic data and progress in euro zone integration, such as steps towards a single bank supervisor, but he would have no inhibition about seeking aid if the situation deteriorated.

The risk premium on Spanish bonds has tumbled since ECB President Mario Draghi's move, some Spanish banks have regained money market access and the Treasury has almost cleared its 2012 issuance needs and can soon being to pre-fund 2013 borrowing.

But Spanish yields have stopped falling and some analysts expect them to rise the longer Rajoy holds off.

In a sign of the depth of the recession battering Spain, retail sales fell at their fastest pace on record in September, hit by a hike in value-added tax, after unemployment topped a record 25 percent in August.

NUDGE

Monti sought to nudge Rajoy towards applying for a rescue when the two men met in August in the belief that Italy would benefit indirectly from a backstop for Spain, European diplomats told Reuters. The International Monetary Fund is also pressing for Madrid to seek for a credit line soon, diplomats said.

But with market pressure far less acute since the ECB announced its bond-buying policy, the incentive for Rajoy to apply has waned. Germany, the biggest contributor to the ESM, continues to insist that Spain does not need a bailout.

Rajoy rebuffed a German proposal for a European super-commissioner with powers to reject national budgets, saying it could not be taken in isolation but only as part of a grand bargain on closer euro zone union. He said he was not personally in favor.

"We are giving a message that we really want greater European integration. We can't say something is this first, then something else, without saying where we're going," he said. "As part of a variety of measures for fiscal union, it could be considered."

In Italy, Berlusconi appeared to have cleared the way last week for a new political era by announcing he would not run in a general election due in April, raising the prospect of Monti retaining a guiding role in economic policy.

However, in a furious reaction to being sentenced to prison for tax fraud, the billionaire former premier threatened on Saturday to unseat the Monti government and make a comeback, raising new uncertainty over the electoral outlook.

Against this backdrop, Sicilians voted on Sunday for a new regional government, dealing a setback to Berlusconi's party in one of its strongholds and boosting the anti-establishment 5 Star Movement on a low turnout, first results showed.

A strong performance for the 5 Star Movement, after its success in local polls in May, would reinforce its status as the main vehicle for protest against Monti's austerity policies and disillusion with mainstream parties.

GREEK DRAMA

Greece's foreign lenders have refused to make any further concessions on changes to labor laws contested by a junior coalition partner, the country's finance minister said on Sunday, prolonging an impasse on a crucial austerity package.

Athens has been locked in talks with its EU and IMF lenders on the austerity package for months, but a final agreement has been held up by the small Democratic Left party's refusal to back the new wage laws.

The publication of a list of more than 2,000 wealthy Greeks with Swiss bank accounts, including well-known business and political figures, fuelled public anger at a rich elite suspected of tax evasion on a massive scale.

Newspaper Ta Nea reprinted the names and the magazine editor who first published the list appeared in court on Monday charged with violating data privacy laws. The case against Costas Vaxevanis was adjourned until Thursday.

"I was doing my job in the name of the public interest," Vaxevanis told a crowd of supporters outside court. "Journalism is revealing the truth when everyone else is trying to hide it."

The list, given to Greece by French authorities in 2010, contains the names of 2,059 Greek account holders at HSBC in Switzerland to be probed for possible tax offences.

Greek authorities have said there is no evidence that people included in the list have violated the law, but Greek media have criticized former ministers for not investigating.

What is heli skiing? You might probably be amazed at how many different kinds of skiing there are.

In general, skiing as a whole can always be dangerous and challenging. There is the snow skiing, the water skiing, and now another form and type of skiing? the heli skiing.

Heli skiing comes from the word skiing and helicopter. The literal analysis of the word would come up with the literal and practical definition for this recreational or sports acivity.

Heli skiing is a term used to denote the practice or action of Alpine skiing with the use of the helicopter. Why the helicopter? You might ask.

The helicopter

Helicopter is used in heli skiing so the skier can be able to gain extreme altitude that would be impossible to be gained or attained by any person without the help of the helicopter.

Heli skiing enables the skier to ski coming off from different and various starting points. Skiing in very remote areas can also be made possible by heli skiing.

As such, heli skiing can be safely and appropriately classified as a very extreme sports. Because heli skiing is mainly done in remote and unlikely places or areas for skiing, the dangers of avalanches is very evident.

Heli skiing is also never free of the dangers posed by the existence of rocks and trees.

The helicopter used for helis skiing is also not the ordinary helicopter used in the modern times. They are specially designed and are used to carrying out the task of helping heli skiers lift up and ski at great heights.

A short history

Heli skiing is an extreme sport developed and introduced in April 1965 in Canada by Hans Gmoser.

Hans Gmoser is an Austrian who migrated to Canada in the 1950s to pursue and chase after greener pastures. Ironically, the man found whiter pasture, because the Canadian state where he got into turned out to be covered with thick snow.

By that time, there are a number of Austrians who went up and posed on top of Mt Everest in the Himalayas. The thrill and excitement aroused the national pride in the extreme sports fanatic, Mr Gmoser.

To have his own participation in the emerging Austrian pride for the heights, Mr Gmoser devised and designed an extreme recreation or sports to lift snow skiers in the Bugaboo Mountains.

Because no one has ever tried it before, he introduced skiing using helicopters to lift up the skier to greater altitudes.

The result was an extreme fun and thrilling exercise. Hel skiing was born.

The modern times

The modern times is characterized by extreme recreation and sports. That is because most people are earning their living through the corporate scene.

Most people are engaged in seats and in front of computers in general to earn their living. That is why the opportunity of going out and sweating it all out through extreme activities in the great otdoors thrill most people.

Heli skiing has it all and more. It can also be too risky and deadly. Experts and less-gutsy people stay away from it because the activity is truly not one to keep your visceral parts at peace.

(AP) ? Ukraine's opposition parties alleged widespread violations in Sunday's parliamentary vote, seen as a test of President Viktor Yanukovych's commitment to democracy and European values.

With the charismatic opposition leader, former Premier Yulia Tymoshenko in jail, the opposition split and regular Ukrainians disillusioned with politics, Yanukovych's Party of Regions was expected to retain control over parliament despite his rollback on democracy.

The West is paying close attention to the conduct of the vote in the strategic ex-Soviet state, which lies between Russia and the European Union, and serves as a key conduit for transit of Russian energy supplies to many EU countries.

Ukraine's relations with the West have soured over Tymoshenko's jailing, which prompted the EU to freeze a long-awaited partnership deal with Kiev. An election deemed unfair would likely turn Ukraine further away from the West and toward Moscow.

Tymoshenko's top aide, Oleksandr Turchynov, accused authorities of attempting to rig the vote by registering several hundred thousand Ukrainians as ill and voting at home, where any violations are harder to observe.

Another pro-Western party led by world boxing champion Vitali Klitschko said one of its candidates, Olha Herasimyuk, was attacked while she was trying to record an allege vote-buying scheme. Several polling stations in the Black Sea city of Odessa briefly interrupted their work after election officials found pens with disappearing ink in voting booths.

Opposition forces hope to garner enough parliament seats to weaken Yanukovych's power and undo the damage they say he has done: the jailing of Tymoshenko and her top allies, the concentration of power in the hands of the president, the snubbing of the Ukrainian language in favor of Russian, waning media freedoms, a deteriorating business climate and growing corruption.

But the failure of Tymoshenko's and Klitshchko's parties to form a genuine alliance has played into the hands of Yanukovych, and their ability to work together in parliament remains to be seen.

Dmitry Kovalenko, a 50-year-old entrepreneur in Kiev, said he voted for Tymoshenko's Fatherland party in hope of ending Yanukovych's monopoly on power.

"I am against repression," Kovalenko said after casting his ballot at a polling station in central Kiev. "It's easy to win when your opponents are in jail."

While Tymoshenko's and Klitschko's parties are expected to make a strong showing in elections by party lists, half of the 450 seats in the Verkhovna Rada parliament will be allocated to the winners of individual races, in which Yanukovych loyalists are expected to take the lead. Yanukovych has centered his party's campaign on emphasizing stability after years of infighting in the Orange camp and relative economic recovery after the global financial crisis, which hit Ukraine severely.

"Stability, stability, stability is what Ukraine needs," said Olexiy Nalivaichenko, 35, a civil servant in Kiev, who voted for Yanukovych's party. "We want to feel confident and secure about tomorrow."

Also expected to win seats in parliament is the Communist party, which will side with Yanukovych's supporters. Another party that could pass the 5 percent threshold needed for seats is the nationalist Svoboda (Freedom), a staunch government critic infamous for xenophobic and anti-Semitic statements.

The election tainted by Tymoshenko's jailing on charges of abuse of office has also been compromised by the creation of fake opposition parties, campaigns by politically unskilled celebrities, and the use of state resources and greater access to television by Yanukvoych's party.

At one polling station in Kiev, voters complained that a clone politician with the same last name as Fatherland's candidate was intended to split the opposition vote.

"This doesn't look good," said Yevhen Yefimov, 43, a Kiev computer specialist, who was nearly fooled into voting for the fake politician rather than a Tymoshenko candidate. "They are trying to trick people into making a mistake ... to steal Fatherland votes."

It just wouldn't be a major Apple launch if there wasn't a Microsoft executive calling out his old rival, would it? In a chat with AllThingsD, Windows division lead Steven Sinofsky has expressed doubts that Apple's iPad mini is really a cost-effective pick against the just-launched Windows 8. It's a $329 "recreational tablet" when there are work-ready Windows 8 laptops that cost $279, he says. He added that there are at least a few touchscreen Ultrabooks that could undercut the non-touch MacBook Air on price, and he ascribed the difference as much to "engineering" as the cost-cutting measures you'd expect.

Sinofsky was naturally just as keen to champion the advantages for work that Windows RT tablets like the Surface have when competing more directly with iPads, alluding to that Office bundle which hopefully keeps us more productive than a copy of Documents To Go. The company President would certainly disagree with Apple chief Tim Cook's view that Surface is a confused product, calling it a "PC for everyone" that just doesn't have to be used all the time. He makes valid points on the sheer value for money that you can get from both Windows PCs and tablets, although it would only be fair to mention that he didn't touch on the currently low Windows RT app selection, or if the OS was exactly what the market wanted -- we'd do well to remember that Microsoft alumni have a spotty track record when it comes to predicting Apple's destiny.

A NEW study suggests that obesity is irreversible if not caught early enough ? and that people who are fat in childhood may end up ?programmed? to be fat for life.

Experiments at the University of Michigan and the National Council of Science and Tecnology (CONICET) in Argentina showed that the longer mice remained overweight, the harder they found it to shift the pounds for good.

That?s because the animals reset their body weight set point to ?normal? when obese or overweight.

The boffins flipped a genetic switch that controls hunger using mice at several different ages.

Turning on the switch right after weaning prevented those mice from overeating and ever becoming obese.

Similarly, mice that remained at a healthy weight into young adulthood by strict dieting alone were able to maintain normal weight without dieting after turning on the switch.

But chronically overfed mice with the earliest onset of obesity never completely returned to normal weight after flipping the switch ? despite reducing their food intake and increasing activity.

Senior author Professor Malcolm J. Low said: ?Somewhere along the way, if obesity is allowed to continue, the body appears to flip a switch that reprogrammes to a heavier set weight.

?Our model demonstrates that obesity is in part a self-perpetuating disorder ? and highlights why most adults find it difficult to maintain meaningful weight loss from dieting and exercise alone.

Rapid Needs Assessment on Education of Children with Disabilities in Dadaab Refugee Camps

Introduction

Dadaab refugee camps are about 500 km from the capital city of Nairobi and 80 km from Liboi, the Kenya/Somalia border.
The camp was established more than 20 years ago and is currently hosting 474,154 refugees. Dadaab
consists of 5 camps: Ifo, Ifo 2, Dagahaley, Hagadera and Kambioos.

Children and youth constitute nearly 70% of the population in Dadaab refugee camps in Kenya. Currently, there are 72,209 students enrolled in formal basic education programs out of 163,308 school-aged children in Dadaab.

Gross enrollment in primary schools is 43%, and is lower at ECD (26%) and secondary schools (8%).
The ratio of girls to boys in school is relatively good in ECD where the Gender Parity Index (GPI) is 0.8 (GPI of 1 signifies an equal ratio of girls to boys), but this drops substantially in primary and secondary schools with an index of 0.65 for primary and 0.38 for secondary.

Across the five refugee camps there are 27 pre-school centers, 27 primary schools, and 7 secondary schools.

There are four vocational training centers for youth called Youth Education Pack (YEP) centers, three adult literacy centers, and three public libraries.
In addition, there are six private schools also following the Kenyan curriculum, as well as a number of religious Quranic schools (Madrasas and Duksis).

The education infrastructure has been under severe strain in the last one year due to, the large influx of over 160,000 refugees in 2011 fleeing conflict and famine in Somalia.

The existing Dadaab refugee camp schools were already congested, so new emergency temporary schools were set to give the incoming children an immediate protective learning environment.

Many of the children who arrived in 2011 influx had received little or no education in their home country, posing a challenge to their reintegration into the formal school system thus making the situation worse.

In order to increase access and ensure quality learning, there is still a huge demand for additional schools and more qualified teachers to accommodate all learners.

In April 2012, the Joint Strategy for Education in Dadaab 2012-15 was officially launched to address the gaps in the delivery of formal and non-formal educational programming and to identify solutions that can facilitate provision of quality education.

ADEO Overview

African Development and Emergency Organization (ADEO) is non-governmental and non-political organization registered in Kenya with headquarters in Nairobi.
ADEO has a mandate to pursue humanitarian activities in the African continent while expanding access to education and service delivery to the vulnerable and disadvantaged.

Currently, ADEO is taking part in the humanitarian response in Dadaab refugee camps, particularly Ifo and Ifo 2 camps.

Education Services for Persons with Disabilities in Dadaab
Over the 20 years that Dadaab has been in existence, some attempts have been made to give services to persons with disabilities. In 1995, CARE was the lead NGO focusing on education delivery.
Teachers? capacity was improved in the area of special needs education as trainers were invited from KISE and MOE.

Handicap International was brought on board to offer services of persons with disabilities, including rehabilitation.
UN agencies and implementing continue to provide various services to persons with disabilities, although a formal strategy is needed.

Purpose of Assessment

The purpose of a rapid needs assessment on education of children with disabilities (CWD) is to collect baseline data about access and quality of education and protection of these children.

This qualitative assessment seeks to understand the current situation in the camps/schools for CWD, including barriers, local perceptions, and facilities or opportunities.

Presently, there is little information about this subject beyond prevalence of disability and the unmet needs of these persons (Handicap International Survey, 2011; NRC Survey on Out-of-School Children, 2012).

While it is clear that there is a large unmet need in education of children with disabilities, the reasons for these unmet needs and how to best address these needs remains unclear as the voice of this particular population often goes unheard.

This assessment should be viewed as a starting point, helping to seek explanations and comprehensive understanding beyond basic statistics.

Therefore, the assessment will be conducted primarily through focus group discussion (FGD), as well as interviews, case studies, school visits, and a survey of education partners.

The results of this assessment will enable UNHCR and education partners to better determine strategies, policies, and programming for children with disabilities particularly concerning their access to quality education and protection.

Key Research Question

What are the main barriers for providing access and quality education to children with disabilities in Dadaab refugee camps?

Methodology
Over the past few months, UNHCR has worked together with education partners and stakeholders in the community to develop a set of questionnaires for this rapid needs assessment focusing on: access to education, quality of education, and protection concerns of children with disabilities.

The assessment will be a collection of focus groups, key informant interviews, site visits, case studies and a survey of education partners and is designed to be conducted in a short amount of time.

A team of data collectors from the refugee and host community, which include camp supervisors, interviewers, and data entry clerks, will need to be recruited and trained.
Pretesting of the questionnaires will be conducted as part of the training of data collectors.
The data collection will take place across all five camps, which will be compiled into a report. Once a draft is finished, it will be shared with all education partners for review and edits before a final paper is released.

The final report will be printed and disseminated, in culmination with a workshop sharing the results.

The consultant (and assistant) will be expected to
conduct assessment through active involvement of education partners as has been the procedure thus far in developing the proposal and tools, including: UNHCR, UNICEF, WFP, ADEO, LWF, CARE, SCUK, NRC, NCCK, HI, AVSI, RCK and DRA.

Inclusive involvement of all stakeholders? participation is expected to be of fundamental importance in information collection.
This will involve holding interagency meetings at each stage of the assessment and sharing materials (tools, analysis, and report) with education partners for input.

A working group consisting UNHCR, UNICEF, ADEO, LWF, CARE, SCUK, HI, WTK, NRC and DEO is responsible the management and of the whole assessment process.

The consult?s role should be seen as an advisor to the assessment as much of the preliminary work has already been done.
Their expertise will guide the assessment, by evaluating and improving the data collection tools, overseeing implementation, and providing insight into the analysis of the data.

The consultant?s assistant will be the assessment coordinator, working to hire and train data collectors, organize logistics, and prepare materials (paperwork, printing of tools, etc.)

Duration and Timelines

The total duration of the consultancy should be 4-6 weeks including the initial steps of review methodology and data collection tools, to the submission of final report.

The data collection phase should be completed by the end of November 2012 as schools will be beginning to administer end of year exams.

The final report should be submitted no later than 15 December 2012.

The consultant will develop the plan of action to be agreed with the working group responsible this process who will give directions at every stage of consultancy.

Deliverables
The consultant shall:

??? Review drafted assessment methodology and make recommendations for improvement. He/she shall also submit a detailed work plan which corresponds with determined methodology.
??? Review drafted assessment tools and make recommendations, including development of additional tools if necessary.
??? Provide guidance and support on organization and analysis of collected data.
??? Organize the drafting of report with education partners for input and consolidation of edits.
??? Present final draft report to working group within specified days as will be agreed in the contract.
??? Interview and hire data collection team (including interviewers, team supervisors, and data entry clerks) which is inclusive of persons with disabilities as per the determined methodology
??? Organize a one/two-day workshop to train data collection team, in consultation with advisor and education partners
??? Organize and run a pre-test of data collection tools. Work with advisors and education partners to modify tools.
??? Oversee data collection process across all 5 camps. This includes organizing: printing and preparation of tools assessment tools, distributing the tools and collecting the tools from field teams, and delivery to data entry clerks.
??? Oversee and review data entry process to ensure accuracy.
??? Provide feedback and support in the development of draft report.

A complete draft proposal for this assessment has already been jointly designed by education partners in Dadaab this year.

The methodology, tools, and suggested work plan are part of this proposal. Selected consultant will use these documents as a foundation for the assessment.

The final report should include the following:
1. Executive Summary
Particular emphasis should be put on main findings and recommendations. It must function independent excerpt and not to refer to other parts of the report.

2. Introduction / Background

This section should present the purpose of the assessment and refer to the background of education and persons with disabilities in Dadaab.

3. Chapters describing methodology and analysis

This should include a detailed description of methodology involved, as well as any challenges or perceived gaps during the data collection.

4. Chapters presenting findings and conclusions

The findings by preference focused on the findings and the conclusions should be well documented and discussed in the preceding chapters. This section should be divided into three key areas: access to education, quality of education, and protection concerns for children with disabilities.

5. Recommendations

The recommendations should be focused on development of a strategy for education of people with disabilities.

Recommendations should be based on the preceding analysis, findings and conclusions.

They should be deliverable and realistic, and can contain short term recommendation that require immediate intervention and long term recommendation.

In addition, recommendations can include suggestions for further assessment/research about education of children with disabilities in Dadaab.

6. Annexes

Should include: Terms of reference; List of institutions and persons consulted; Sample questionnaire used in the study; any other related annex from the consultant.

Prerequisites for the Candidates
Consultant

??? Must have Masters degree and above focusing on education (preferred experience in special education/inclusive education and/or education in emergencies) and/or monitoring and evaluation
??? Should have experience working with persons with disabilities/education/emergencies/humanitarian work
??? Should have considerable experience (at least 5 years continuous service) in evaluation, designing programmes (preferably on special needs education) and familiar with global trends on the area of people with disability.
??? Previous experience in conducting surveys, assessments and evaluations
??? Should have very good command of English language, writing skills, and computer literate.
??? Knowledge of legal provisions for persons with disabilities in different African countries/humanitarian/emergencies will be an added advantage.
??? Knowledge of refugee context in Dadaab environment and Somali language will be added advantage
??? Willing to work in a hazardous environment and as part of a large education team.
??? Should be extremely detail oriented and well-organized

Panetta: US lacked early info on Benghazi attack

(AP) ? Defense Secretary Leon Panetta says the U.S. military did not intervene during the attack on the U.S. Consulate in Libya last month because it was over before the U.S. has sufficient information on which to act.

At a news conference, Panetta lamented second-guessing about how the U.S. handled the attack in Benghazi on Sept. 11. He said the U.S. military was prepared to respond but did not do so because it lacked what he called "real-time information."

U.S. Ambassador Chris Stevens and three other Americans were killed in the attack.

Panetta said he and senior U.S. military commanders felt strongly that they should not put U.S. forces at risk at the time.

He said ? quote ? "It was really over before we had the opportunity to really know what was happening."

    Apple shares detailed design drawings of iPad mini and 4th generation iPadApple has once again decided to make public some highly detailed design drawings this time of the just announced iPad mini and 4th generation iPad. This isn't the first time that Apple has publicly released this type of information; we saw similar dimensioned drawings publicly released for the iPhone 5 too.

    In fact, you can now view detailed design drawings for all of the iPod classic range, iPod shuffle, iPod mini, iPod nano as well as all of the iPad models and iPhone models going right back to the originals. The drawings are intended for the use of third party case and accessory manufacturers, the drawings enable them to make accessories that fit exactly and have cut outs for accessory ports and headphone jacks in the right place.

    Film Threat - The Game: Criterion Collection (blu-ray)

    My first viewing of ?The Game? was on that antiquated medium known as VHS tape, in the late 90s when the movie first arrived on home video. I admit I found myself befuddled as the end credits rolled: what I thought was a taut thriller turned out to be something else, as if a popped balloon revealed a tunafish sandwich.

    On a mailing list for aspiring comic book writers that I used to haunt, I mentioned my confusion, sans the funky metaphor. Someone told me that the film was brilliant and I needed to watch it again. That didn?t happen until recently, when I finally had a chance to sit down with this new Blu-ray from Criterion.

    I had forgotten so much of the film during the intervening years that the ending produced the same reaction in me. Then I considered it some more, remembering that even though ?The Game? is shot in a realistic manner, it doesn?t have to be taken literally. After all, the story has some large plot holes that director David Fincher and screenwriters John Brancato and Michael Ferris must have known about at the time. Clearly they wanted us to push past those objections and look at what they were trying to express as they expertly deconstructed the thriller genre.

    As I pondered this, I read some comments in an email from Matt Sorrento, a fellow film writer who has contributed to Film Threat and other web sites. He said to me: ?I see ?The Game? as a bash on the financial elite, and the ending, an ironic tragedy to the rest of us (the rich can buy all this diversion while real terror to them is only gameplay).?

    Ah, of course. A parable. A story meant to impart key ideas, even if the flow of the events doesn?t quite add up for the nitpickers. Yes, Consumer Recreation Services could not have possibly orchestrated such an elaborate scheme ? there are so many moving parts and so many opportunities for everything to go awry. So what? Yes, Conrad is presented with the bill for the game at the end of the film, despite the fact that he?s been established as someone of meager means next to his uber rich brother Nicholas. Who cares?

    Remember, just because you?re seeing realistic moving images does not mean they?re supposed to reflect reality as we know it. They?re mere flickering shadows on a cave wall, as Plato would tell us; the true reality is contained within the things that cast those shadows. In the case of ?The Game,? we?re presented with Nicholas Van Orton, a man so wealthy, so seemingly in control of his life, that he can?t help but accept a life-changing birthday present from his ne?er-do-well brother.

    When Nicholas? application with Consumer Recreation Services is rejected, he plays right into the puppet masters? hands and dives headfirst down the rabbit hole (Jefferson Airplane?s ?White Rabbit? plays a couple times on the soundtrack to drive that point home) and confronts his own shortcomings. What on the surface is a high stakes, white-knuckle thriller is actually a simple story about a man coming to terms with the emptiness in his life. Like I said, it?s a deconstruction of the thriller genre. And it?s a parable. And a dessert topping.

    If you want to look at it another way, I?ll offer a quote from the essay in the booklet included in this Criterion release. David Sterritt writes: ?Fincher himself has described ?The Game? as a postmodern version of ?A Christmas Carol,? with Nicholas as a Scrooge-like emotional miser who regains his soul after passing through a whirlwind of life-changing encounters.?

    That same booklet notes that Fincher approved the new digital transfer that was created for this Blu-ray release. There are plenty of places online where you can read nuanced critiques of the video and audio on Blu-ray discs, so I?ll simply say that the movie looks great on my Sony HDTV. I can?t believe I ever subjected my eyes to VHS tapes.

    Unfortunately, the extras on this disc aren?t as in-depth as I hoped they would be, although most of them were previously available only on Criterion?s laserdisc of the film, making this a worthwhile upgrade from any previous DVD release you might have. The centerpiece is a commentary track starring Fincher, Brancato, Ferris, Michael Douglas, digital animation supervisor Richard ?Dr.? Baily, production designer Jeffrey Beecroft, and visual effects supervisor Kevin Haug. They were recorded separately, with a narrator introducing each one before they speak for the first time. It?s a good track with plenty of worthwhile information, and since the group wasn?t recorded together, there?s no lapsing into goof-off time or wandering into idle reminiscing.

    The same group, except Brancato and Ferris, also shows up in the optional commentary that runs over nearly an hour?s worth of behind-the-scenes footage that covers the four major set pieces (the dog chase, the taxi scene, Christine?s house, and the fall), along with a smattering of location shoots around San Francisco. You?ll probably want to enable the commentary the first time you watch it, since the fly-on-the-wall footage doesn?t have much interesting audio anyway, unless you enjoy hearing the director yell ?Cut!? a lot. A group of film-to-storyboard comparisons also cover those four set pieces, running about 12 minutes total.

    Fincher also provides commentary on the theatrical trailer, while Baily shows up to comment on the teaser, which features audio from the film over a 3D animation of a marionette, as well as the render test for the teaser.

    If you?ve ever wanted to see the full psych test film that CRS shows to Van Orton, that?s also presented on the disc in its full two silent minutes.

    Finally, there?s an alternate ending that?s only about a minute, but it would have slightly altered the mood just before the credits rolled, had it been used. Ultimately, I think the ending Fincher went with is the right one, because Van Orton has been dragged to hell and back and we?re left with the hope that he has actually changed his outlook on life for the better, like Scrooge. The alternate ending gives the impression that the game was just a diversion for him, and he?ll be back to his old cutthroat self on Monday.
