Republican senators seek border compromise for immigration bill

WASHINGTON (Reuters) - A small group of Republican senators worked Monday on a possible border security compromise that would make a sweeping immigration bill more acceptable to some otherwise reluctant conservatives.

The proposal is aimed at a satisfying calls by Republicans for further steps to secure the U.S.-Mexico border as part of the legislation currently being debated in the U.S. Senate that would grant legal status to millions of undocumented immigrants already in the United States.

It could include provisions for deploying high-tech surveillance equipment and other specifics, according to congressional sources and people close to the talks.

The sources said the amendment would give Congress a bigger role in overseeing border security steps to be taken by the Department of Homeland Security.

Senators Marco Rubio of Florida, Bob Corker of Tennessee and John Hoeven of North Dakota were said to be working on an amendment that could be offered as early as this week.

"There's a number of conversations that are under way," Corker told reporters. "It continues to be slightly fluid."

He said the senators are seeking a proposal that "acknowledges the Democratic sensibilities but also causes border security to be addressed properly from" the Republican side.

The proposal might not go as far as some conservative Republicans would like in toughening up "triggers" in the bill that would make the path to citizenship for undocumented workers contingent on meeting certain goals for securing the U.S.-Mexico border.

Rubio, one of the eight authors of the Senate immigration bill, has taken the lead in trying to court conservative support for the bill. He repeatedly has said he wants to see stronger language in it on border security. On Sunday, he told the ABC News program "This Week" that he thought the immigration bill was 95 percent or 96 percent ready but needed some changes.

The amendment under discussion would spell out amounts of money that must be spent to provide security enhancements, such as unmanned aerial drones to watch for illegal border crossings.

In providing greater specificity on the instructions to DHS for securing the border, the proposal resembles one put forth by Kentucky Senator Rand Paul, a conservative who has said he might be open to voting for the immigration bill if some changes were made.

But unlike Paul's proposal, the measure under consideration would not require Congress to take annual votes reviewing progress on securing the border. Under Paul's plan, green cards or permanent residence for undocumented immigrants could be in jeopardy if Congress does not certify that the border is secure.

"What I like about it is ... if they (DHS and Congress) don't meet the marks, they're the ones held accountable, not the lives of 11 million people," said an immigration advocate familiar with the proposal under consideration.

"POISON PILLS"

Texas Senator John Cornyn has offered a controversial amendment that would delay permanent legal status or "green cards" for undocumented immigrants if the government fails to meet goals, such as achieving full surveillance of the U.S.-Mexico border and stopping 90 percent of illegal crossings.

Democrats view Cornyn's plan as a "poison pill" meant to kill the legislation by shattering its bipartisan support. Republican Senator John McCain of Arizona also has sharply criticized it.

But Rubio has been more supportive. In an interview with Fox News this week, Rubio called the Cornyn proposal an "excellent place to start."

"I think whether Rubio would vote for the Cornyn amendment is going to be a big question," said Lanae Erickson Hatalsky, an immigration expert at the Third Way think tank.

Border security has loomed as a difficult issue for the bipartisan "Gang of Eight" senators who wrote the immigration bill.

The senators have struggled with the issue of how closely to tie the promise of citizenship for illegal immigrants to the goal of fortifying the border.

Republicans argue that tough border security "triggers" are needed to ensure that the granting of legal status to undocumented immigrants is not followed by a new wave of illegal immigration.

But Democrats say the 13-year path to citizenship in the bill is already a lengthy one and should not be subject to further uncertainties.

Though Democrats are expected to provide a large majority of the votes needed to pass the immigration bill in the Senate, several Republican votes will be needed to meet the 60-vote threshold required for approval.

If the bill passes the Senate, it will face a challenge in the Republican-dominated House, where many conservatives oppose to granting legal status to undocumented immigrants.

Asked last week how the differences over border security could be bridged, McCain told reporters that technology - such as drones and other surveillance equipment - was "one of the ways we get there" with a compromise amendment that further improves border control.

INSURANCE CLAIM SCENARIO

Lots of folks are afraid to make a claim on their policies because they?re afraid they?ll be canceled.? I?ve seen it from both sides.??

We had a home owner?s policy for over 20 years and had never filed one claim.? When we were on vacation, a water pipe developed a leak in an upstairs bathroom which went undiscovered for a few days.? Luckily, our daughter came by to check on the house and discovered it but not before it had done about $20,000 worth of damage to the floor and also to the downstairs.?

An agent came out to assess the damage and sprang for replacing the drywall right away but decided that he did not want to replace the carpeting, which was completely saturated.? He contracted with a carpeting repair place and ended up drying out the Berber carpeting and pad and then putting it back down.

Months later, there was a moldy smell in our downstairs and we reopened the claim.? They fought us tooth and nail having people come out to inspect it who couldn?t detect a smell.? Finally, very reluctantly, they agreed to let the same contractor who had done the drywall replacement come out and replace the carpeting.? Lo and behold, when the carpet was taken up, there was a huge area of mold growing under the carpeting and also under the bathroom tile from the prior water damage.??

All this said, we did get everything replaced.? However, a year later when we moved to another home, they refused to give us coverage and we had to go shopping for new insurance ? because we had filed a large claim.??

The moral of this story is I guess sometimes you get burned on insurance claims.? But changing companies turned out to be a good thing for us.??

It should not be that submitting a legitimate claim after being a great customer all those years would turn around to bite you but ? it happens.??

That being said, filing multiple claims is always a bad idea ? especially on homeowners insurance.? You want to weigh the value of something before you make a claim.? In the case of the water damage, however, we had no choice.?

INSURANCE POLICY TIPS AND TRICKS

If you are shopping for a car, always investigate before you buy; find out what the best cars are to insure.? You'll be happier when you drive off the lot.? This extra time spent can save you thousands in car insurance premiums.? Check out the cheapest insurable cars by price comparison before you buy.?

When thinking about filing a homeowner?s insurance claim, make sure that the value of the claim is worth filing.? For instance, a CD collection that?s stolen out of your car isn?t probably the best thing to claim but a $3000 computer out of a home office is something you definitely want to think about claiming.??

Also be aware that filing a claim may hurt you down the road.? In my humble opinion, it shouldn?t.? I?m not sure why filing a legitimate claim would reflect badly on you after paying in for so many years but as I said, in the long run, we ended up with better insurance and a lower rate so it was a win-win situation for us.

North Korea changes tack and tells US: Let's talk

PYONGYANG, North Korea (AP) ? After months of threatening to wage a nuclear war, North Korea did an about-face Sunday and issued a surprise proposal to the United States, its No. 1 enemy: Let's talk.

But the invitation from North Korea's National Defense Commission, the powerful governing body led by leader Kim Jong Un, comes with caveats: No preconditions and no demands that Pyongyang give up its prized nuclear assets unless Washington is willing to do the same ? ground rules that make it hard for the Americans to accept.

Washington responded by saying that it is open to talks ? but only if North Korea shows it will comply with U.N. Security Council resolutions and live up to its international obligations.

"As we have made clear, our desire is to have credible negotiations with the North Koreans, but those talks must involve North Korea living up to its obligations to the world, including compliance with U.N. Security Council resolutions, and ultimately result in denuclearization," U.S. National Security Council spokeswoman Caitlin Hayden said in a statement. "We will judge North Korea by its actions, and not its words and look forward to seeing steps that show North Korea is ready to abide by its commitments and obligations."

North Korea's call for "senior-level" talks between the Korean War foes signals a shift in policy in Pyongyang after months of acrimony.

Pyongyang ramped up the anti-American rhetoric early this year after its launch of a long-range rocket in December and a nuclear test in February drew tightened U.N. and U.S. sanctions. Posters went up across the North Korean capital calling on citizens to "wipe away the American imperialist aggressors," slogans that hadn't been seen on city streets in years.

The U.S. and ally South Korea countered the provocations and threats by stepping up annual springtime military exercises, which prompted North Korea to warn of a "nuclear war" on the Korean Peninsula.

But as tensions began subsiding in May and June, Pyongyang began making tentative, if unsuccessful, overtures to re-establish dialogue with Seoul and Washington.

Earlier this month, it proposed high-level talks with South Korea ? the first in six years. But plans for two days of meetings last week in Seoul dramatically fell apart even before they began amid bickering over who would lead the two delegations.

Meanwhile, the virulent anti-American billboards plastered across the city were taken down. And on Sunday, as scores of people fanned out across Pyongyang to help carry out the latest urban renewal projects in the capital ? landscaping and construction ? the National Defense Commission issued a statement through state media proposing talks with the U.S. to ease tensions and discuss a peace treaty formally ending the Korean War.

North Korea fought against U.S.-led United Nations and South Korean troops during the three-year Korean War in the early 1950s, and Pyongyang does not have diplomatic relations with either government. The Korean Peninsula remains divided by a heavily fortified border.

Reunifying the peninsula was a major goal of North Korea's two late leaders, Kim Il Sung and Kim Jong Il, and is a legacy inherited by current leader Kim Jong Un. North Korea is expected to draw attention to Korea's division in the weeks leading up to the 60th anniversary in July marking the close of the Korean conflict, which ended in an armistice. A peace treaty has never been signed formally ending the war.

Across Pyongyang, signboards at construction sites are marked with a countdown to July 27, giving laborers a deadline for retiling the roof of the People's Palace of Culture, renovating the Korean War museum, and planting trees and grass meant to beautify the city for the milestone anniversary.

For the nation's leaders, July 27 may well be their deadline for drawing the United States to the negotiating table to discuss a peace treaty.

But for Washington, there will be no talks just for talks' sake, officials say.

Speaking on CBS television's "Face the Nation" show Sunday, President Barack Obama's chief of staff, Denis McDonough, said Washington has been "quite clear" that officials support dialogue and have engaged Pyongyang in talks in the past.

But "those talks have to be real. They have to be based on them living up to their obligations, to include on proliferation, on nuclear weapons, on smuggling and other things," he said. "And so we'll judge them by their actions, not by the nice words that we heard yesterday."

He said smooth talk will not help Pyongyang evade U.N. sanctions supported by Moscow and Beijing, North Korea's two traditional allies. U.N. Security Council resolutions ban North Korea from developing its nuclear and ballistic missile programs.

Earlier this year, Kim Jong Un enshrined the drive to build a nuclear arsenal, as well as expand the economy, in North Korea's constitution. Pyongyang, estimated to have a handful of crude nuclear devices, says it needs to build atomic weapons to defend itself against what it sees as a U.S. nuclear threat in Korea and the region.

The National Defense Commission reiterated its refusal to give up its nuclear ambitions until the entire Korean Peninsula is free of nuclear weapons, a spokesman said in a statement carried by the Korean Central News Agency.

"The denuclearization of the Korean Peninsula does not only mean 'dismantling the nuclear weapons of the North'" but also should involve "denuclearizing the whole peninsula, including South Korea, and aims at totally ending the U.S. nuclear threats" to North Korea, the spokesman said.

The U.S. denies having nuclear bombs in South Korea, saying they were removed in 1991. However, the U.S. military keeps nuclear submarines in the region and has deployed them for military exercises with South Korea.

After blaming Washington for raising tensions by imposing "gangster-like sanctions" on North Korea, the spokesman called on the U.S. to propose a venue and date for talks ? but warned against setting preconditions.

Washington has been burned in the past by efforts to reach out to Pyongyang.

Months of behind-the-scenes negotiations yielded a significant food-for-disarmament deal in February 2012, but that was scuttled by a failed North Korean long-range rocket launch just weeks later.

Sugary Breakfasts: Morning Meals With More Sugar Than A Snickers Bar

It has been said that breakfast is the most important meal of the day, which is all the more reason to make sure you're eating smartly for it.

For one, you want some protein. Protein-rich breakfasts seem to ward off fatty, sugary snacking later on in the day, according to a recent study. You'll also want some fiber, which helps you stay fuller, longer.

Of course, the usual nutrition rules that you'd consider for lunch and dinner also apply -- take it easy on things like salt, trans fats and sugar. However, the latter may be easier said than done. Turns out, the sweet stuff is even more prevalent than you may have guessed, which is too bad considering it's been linked with myriad health risks, including heart problems, depression and acne. Recent research suggests there may even be a link between dietary sugar and diabetes risk.

Since it's not always easy to decipher how much sweet is too much, we decided to put things in perspective. You wouldn't eat a candy bar for breakfast, right? These breakfast foods have just as much sugar -- or more.

  • Bars

    Sure, they make for an easy, grab-and-go option for harried mornings, but don't be deceived: Many brands of energy or granola bars contain added sugars that total up to <a href="http://www.huffingtonpost.com/2013/01/23/energy-bars-sugar_n_2529334.html" target="_blank">as much as a candy bar</a>. Take a Pumpkin Pie CLIF bar, for example. Sure, it packs 9 grams of protein and 4 grams of fiber, but with its <a href="http://www.clifbar.com/food/products_clif_bar/" target="_blank">25 grams of sugar</a>, it rivals a <a href="http://nutritiondata.self.com/facts/sweets/5461/2" target="_blank">Snickers</a>.

  • Fruit-Flavored Yogurt

    The problem here isn't the <a href="http://www.cbsnews.com/2100-500165_162-5377915.html" target="_blank">naturally occurring sugars in yogurt</a>, but the artificial sweeteners you'll be ingesting if you reach for a fruit-on-the-bottom variety. A six-ounce container of the sweetened stuff can run you upward of <a href="http://nutritiondata.self.com/facts/dairy-and-egg-products/108/2" target="_blank">30 grams of sugar</a>, the threshold at which <a href="http://www.runnersworld.com/nutrition-runners/yogurt-lowdown" target="_blank">yogurt becomes "pure garbage,"</a> Jayne Hurley, a senior nutritionist at the Center for Science in the Public Interest, told Runner's World. (That's also <a href="http://nutritiondata.self.com/facts/sweets/5461/2" target="_blank">more than a Snickers bar</a>.) Instead, opt for plain yogurt -- preferably Greek, as it's <a href="http://health.usnews.com/health-news/diet-fitness/diet/articles/2011/09/30/greek-yogurt-vs-regular-yogurt-which-is-more-healthful" target="_blank">naturally lower in sugar</a> -- and sweeten with your own fresh fruit.

  • Muffins

    Of course baked goods will contain sugar. But muffins often gain a bit of a health halo, especially when compared to, say, a baked good like doughnuts. Some muffins have as many as <a href="http://www.webmd.com/food-recipes/features/sugar-shockers-foods-surprisingly-high-in-sugar?page=2" target="_blank">32 grams</a>, WebMD reported, more than a Snickers bar.

  • Smoothies

    <a href="http://www.huffingtonpost.com/2012/07/16/smoothie-recipes-secret-ingredients_n_1676401.html" target="_blank">Done right</a>, a smoothie can be a nutritious (and simple) way to start the day with fruit and protein. But the best smoothie is a homemade one, where you control what goes into the mix (preferably low-sugar or sugar-free yogurt and fresh fruit). Depending on the brand and the size, we've seen commercially prepared smoothies with <a href="http://www.smoothieking.com/smoothies/nutritional-chart.php" target="_blank">sugar counts in the hundreds</a>. That's like calling three or four Snickers bars breakfast.

  • Dishonorable Mention: Cereal

    This may not come as a surprise, considering certain cereals market themselves as cookies and marshmallows for breakfast, but a number of breakfast cereals are basically candy in a bowl. The Environmental Working Group, a public health nonprofit, ranked 84 breakfast cereals by sugar content and found that 56 of them were more than 24 to 26 percent sugar by weight. The worst offender? Kellogg's Honey Smacks, at 55.6 percent sugar, and <a href="http://www.huffingtonpost.com/2011/12/07/cereals-sugar_n_1132025.html" target="_blank">more grams of the sweet stuff than a Twinkie</a>. When picking a nutritious cereal, look for one with three to five grams of fiber, <a href="http://elisazied.com/" target="_blank">Elisa Zied</a>, MS, RDN, CDN, told HuffPost in April, and <a href="http://www.huffingtonpost.com/2013/04/13/healthy-breakfast-nutritionists_n_3070912.html#slide=2330271" target="_blank">no more than double that in sugar</a>.

  • Dishonorable Mention: Frozen Waffles

    A serving of Eggo's Cinnamon Toast waffles contains <a href="http://www.kelloggs.com/en_US/kelloggs-eggo-cinnamon-toast-waffles.html" target="_blank">17 grams of sugar</a>, about <a href="http://www.ewg.org/report/sugar_in_childrens_cereals/more_sugar" target="_blank">as much as a Twinkie</a>.
